“[W]ind energy could yield significant economic and social benefits relative to other power generation systems. Ongoing technical progress in wind energy technology will undoubtedly lead to further energy cost reductions. However technical progress and a high EROI are not sufficient conditions for the continued rapid expansion of wind energy. A number of social, economic, environmental and regulatory issues need resolution.”
